Pakistan's flagship social protection programme (Benazir Income Support Programme) has undergone a transition in its basis of targeting and its case management system. The Collective for Social Science Research, is part of a consortium led by ICF-GHK to carry out a Process Evaluation of the national roll-out of this transition of the BISP. The general objective of the process evaluation is to review the performance of the targeting process and follow up activities by monitoring the efficiency (time wise) and accuracy (with respect to the Operations Management) of the project cycle stages, to provide regular and timely feedback to BISP and recommend immediate improvements. The Process Evaluation will assist in identifying options for improving the process or the targeting, in addition to providing feedback on process design for the achievement of BISP's overarching goals of income support and empowerment of women in the poorest households of Pakistan. The Collective is responsible for fieldwork activity in the Sindh cluster.
