Impact Assessment of DFID's Improved Citizens Engagement through Devolution (ICED) project

Department for International Development (DFID) has asked Collective to conduct an impact assessment of their Improved Citizens Engagement through Devolution (ICED) project. The purpose of ICED was 'Increased citizen participation, and improved utilization of district development funds, in local governments in Pakistan'. The focus of our study is the impact of Citizen Community Boards (CCBs) formed under ICED on the socially excluded. A qualitative survey has been carried out with the CCB members and selected NGO/government personnel in Balochistan, Khyber Pakhtunkhwa, Sindh, North Punjab and South Punjab.
