Poverty and Social Protection Specialist Inputs for Test Phase Process Evaluation of Benazir Income Support Programme

The Benazir Income Support Programme (BISP) is the flagship social protection intervention of the federal government. It is an unprecedented programme in Pakistan with regard to its scale and intended outreach. There are key challenges in various aspects of implementation, particularly with respect to beneficiary selection. The World Bank assisted BISP in carrying out a test phase in 16 districts using proxy means testing - or a census with a Poverty Scorecard. Along the test phase a process evaluation was launched in order to learn lessons for a national roll-out. GHK was commissioned to carry out the process evaluation, and Haris Gazdar at the Collective was taken on as the Poverty and Social Protection Specialist for the process evaluation.
